Question about land usage for BMX tracks, jumps and liability

I don't know the best way to phrase this, but I'm wondering if anyone
has any advise on allowing bikers onto your land to build dirt jumps
and possibly the beginnings of a small local track.

Is it realistic to have a signed waiver and no other structure?  In
other words, just allowing folks to ride with NO fees/costs and no
promises of safety/support/etc...

>From the little that I have found out so far, the only way insurance
is likely to be attainable is to form a non-profit corporation, have
all sorts of safer related equipment, set up lots of rules, install
fencing, lights, have staff, etc...

We just want to be able to let people ride without risking loosing the
land.

Any ideas, or better yet... experience?
