Wars are not what they used to be. I prefer the 18th century way when only
soldiers were at risk.
The US does not wantonly target civilians (except during WWII) whereas our
enemies mostly do. We must always distinguish between collateral damage
and
purposeful damage.
However, what I am saying is that during wartime, the military ethos is
changed. The focus is on the war, not on standing inspections and cleaning
the barracks. See the movie "Apocalypse Now" in order to get some clues.
