Where? In the US, bikes on websites and in advertisements are generally 
shown without fenders, except for city bikes which are the exception 
rather than the rule. This is likely due to bicycles being an accepted 
form of trans****tation in Europe, while only "odd" people use bicycles 
for trans****tation in the US.

The Japanese websites I have looked at generally show bicycles without 
fenders, but usually have fenders in the list of accessories.
