For some values of "most"...

In the Uk you have to go out of your way to get mudguards, and 
pretty much everywhere s****ts cycles are routinely sold without any.

Unless you're buying a utility bike in a land where English is not 
the mother tongue, it's more common not to get any than the other 
way about, there's nothing unusual about re***bents in that regard. 
  As for them being optional, it's a side-effect of them being 
small production runs where it's easy to assemble things to 
customer specification.
