Today, August 13, I watched what appeared to be a building
superintendent drill the cylinder out of a lock. The lock was on a
chain securing a bike to a pole.
I'm told that this is actually illegal; and I suspect it is. It was
related to me as an issue of private property being private; and that
the only people who could remove private property (even something as
lowly and common as a bike) from any given place are peace officers,
duly authorized.
However, what I don't know is what specifically makes it illegal[1];
statute, law, rule, whatever.
Does anyone know what, more or less exactly; and is there some sort of
pointer if so? It seems to me to be functionally theft; or perhaps
something like "malicious damage to private property"; or at least
some sort of vandalism.
Assuming I see this, and call for a cop, at what part of the law do I
point?
[1] Sad that humans need laws to tell them what a functioning
conscience, or even a basic understanding of right and wrong
should tell them, but I digress.
