centering first-gen ****mano cantilevers

I'm usually pretty good with brakes, but the ones on my 
recently-acquired 1984 Dawes Super Galaxy tourer* are vexing me.

They're the original "Deerhead" ****mano cantilevers. They don't seem to 
have any spring tension adjustment. The springs are in the correct 
holes, but I need to have a huge amount of slack in the cable or else 
the right front pad rubs on the rim.

They're good stoppers, so I don't want to change them unless I have to. 
Ideas?
