Last year I bought a Giant OCR2 after a lot of research.  Feature for 
feature it was the best value for a quality bike.  I've been very happy 
with it using it every day commuting to work. I lock it up with two 
U-Locks.  It is very fast. It does have bolt holes for pannier racks.  It 
is a little tricky attaching the rack on one side on the seat stem where 
the brake is.
