When I lived in Yugoslavia, we used to complain about the government
imposing high taxes and duties on (some) im****ted goods and would say that
such stupidity happens only in socialist countries... How naive we were
...

P.S. There is some interesting information in the re****t

on page 17:

      39.On March 8, 2004, the CBSA initiated a reinvestigation to update
         the normal values and ex****t prices of bicycles and bicycle
frames
         from Chinese Taipei and China being ex****ted to Canada. In the
         past, China had been considered a non-market economy; therefore,
         normal values for Chinese ex****ters had been established on the
         basis of costs or prices of bicycles sold in a third country with
         a market economy (i.e. a "surrogate" country, which, in this
case,
         was Chinese Taipei). On September 1, 2004, the CBSA concluded
that
         it found no evidence to demonstrate that the Government of China
         substantially controlled the pricing of bicycles and bicycle
         frames. Therefore, normal values were based on prices or costs in
         China, not on prices or costs of bicycles sold in a third country
         with a market economy. As a result of the reinvestigation, the
         Chinese ex****ters with specific normal values are now able to
sell
         to Canada at lower prices than previously without being subject
to
         an anti-dumping duty.

So, are the bicycles from China sold at dump prices or not?
