Governments and urban "safety" activists would rather scare folks and
(falsely) make cycling look dangerous with the result that fewer people
gain the advantage of a safe, fun, and life-extending activity. Cycling
deaths and serious (debilitating) injuries are rare - insignificant
when compared to car use.
The bigger picture shows the cost of discouraging cycling, and we all
pay for it:
