I agree. They usually need to be done up very tight. This is especially
true with the old Italian threaded headsets, since the right side did not
have left-hand threads like English/ISO bottom brackets do. But, if this
is a new bike, it really should be ISO, so at least that issue is behind
you.
It's no biggie, just something that might have been missed in assembly.
